I am inclined to think the prophet intentionally played with such a double meaning. Behind the surface meaning, “Write the vision legibly on the tablets so that the one reading from it can read quickly,” lies the deeper meaning, “Write the vision on the tablets and make its import plain so that the one reading can take refuge in it.” One should note that up to this point the content of the vision has not been revealed.
